They have 10 days to respond to this from the time you send it. If they reject it or don’t respond, write to the lt Governor this:
Dear Lt. Governor Aiona,
I have filed a UIPA request with a Hawaiian government agency. I would like to know the procedure to follow in order to pursue this request should it be denied or go unanswered for 10 days.
Can you instruct me on that procedure or forward this request to the appropriate person in the Office Of Information, or elsewhere, who can provide me the procedure to follow?
I would also like the email address & phone number for the Director of the Office of Information and address of the Department/Office.

You don’t think they actually mean you to use these Acts do you? You will get “STFU and go away”.
If Hawaii ignores the requests or says we have no standing, then what? Are we to all hire lawyers?
I appreciate the effort you’ve put into this, but we all know that Democrats operate by the rules that they choose to follow and not by the laws on the books.
Please post a follow-up in 10 days and let us know what the result is. I’ll send an email to Okubo but won’t expect anything in response. Unless it’s a visit from some 0bama thugs or an IRS audit.
