This was a ‘sudden’ public attention grabber out of Bavaria from the last election. Kinda shocked everyone that it actually occurred, and the surrounding countries are looking for legal means to put it out of action (they already have gimmicks to charge people transiting their country).
One thing Merkel has certainly learned from her mentor Kohl is to surround herself with incompetents. Then there's no one to challenge her power.
