    POTUS Trump just signed an Omnibus bill, NOT a federal budget! The appropriations in the bill are "suggestions" of how Trump SHOULD spend the money. Since this is not a budget, Trump is not bound by The Constitution to spend the money as appropriated. The Demonrats screwed themselves again by not passing a federal budget.
